"Speed bumps" to be erected on the spot pedestrians died

15 November 2011

Three days after the accident which claimed lives of two young men running across the road "zebra" crossing and "speed bumps" were developed at the site of the tragedy. The foreign-make car driver bumped to death the pedestrians crossing the road that had no crossing.

The accident took place on November 12 at 9 pm next to the apartment building number 30 on the Biruliovskaya Street in Moscow. A passenger car Nissan was driving at high speed in the downtown direction. Behind the wheel there was a 39-year-old Zhanna Suvorova. Suddenly from the parked on the roadside "Gazelle" two young men appeared and began running across the road. The Nissan car driver noticed them too late. The car knocked down both young people. One was thrown to the roadside. The other was dragged under the car wheels several meters. 22-year-old Nicholas Filimonenko and 27 year-old Anatoly Frolov sustained injuries incompatible with life. The young men died before the arrival of the ambulance car.

The woman street racer did not run off from the accident scene. She sat inside the car waiting for the traffic police to come. Witnesses started gathering around the car. These people saw the terrible accident; the neighbors and friends of the dead arrived. The mob attacked the car inside which the woman was sitting and started smashing windows and hitting the car body with heavy things. The angry young men decided to splash petrol over the car and set fire to avenge the death of the guys and punish the culprit. The woman was rescued by police patrol car which prevented the "lynch law" scenario. The wrath of the crowd switched to the cars parked along the roadside, the people punctured the car tires and cut the tents of "Gazelle" pick-up trucks.

After making the tests it was established that at the time of the accident the dead young men were, to put it mildly, not quite sober. On the other hand alcohol - 0.3 parts per million - was also detected in the woman's blood. This small dose indicates that shortly before the ill-fated trip Suvorova drank a bottle of beer or a glass of wine. This amount of alcohol does not obscure the consciousness like a serious dose of 0.8 ppm and more. But still this is quite enough to make a blood alcohol detector to give affirmative reading that can aggravate the circumstance in the case. But there were extenuating circumstances as well. During the 10 year driving history Suvorova had not had accidents or serious violations of traffic rules. She is a single mother bringing up a 16-year-old daughter a 11th grade student.

On November 14 the Nagatinsky Court of Moscow sanctioned detaining Zhanna Suvorova. She will remain in custody until January 13, 2012. The lawsuit was initiated on the grounds of Article 264 Part 6 of the Criminal Code (violation of traffic regulations committed by a person under alcoholic intoxication resulting in the death of two or more people on the negligent basis). The penalty this article potentially provides is harsh enough - up to nine years in prison.
Three days after the tragedy a new crosswalk and a "speed bumps" were developed at the stretch of the road where the accident occurred. The road maintenance services developed this "zebra" crossing despite the fact that a hundred meters away there is another pedestrian crossing.
